Report Overview

The CBM00M Occupational Skills Achievement Report includes Occupational Skills Achievement (OSA) awards granted to community, technical, and state college students in active Coordinating Board-approved programs during the prior fiscal year. An occupational skills achievement award may be a credit program of 9-14 semester credit hours or a Workforce continuing education program of 144-359 contact hours. These awards meet minimum standards for program length specified in the federal Workforce Investment Act (WIA) but are too short to qualify as certificate programs on the Coordinating Board program inventory. Occupational Skills Achievement awards must meet the following criteria:

  1. The content of the award must have been recommended by an external workforce advisory committee or appear on the Local Workforce Development Board’s Demand Occupations list.

  2. In most cases, the award must be composed of Workforce Education Course Manual (WECM) Courses. Academic core courses may occasionally be used if recommended by the external committee.

  3. The award must be on the institution’s Degree Inventory.

  4. If the award does not have at least 50 percent of its course work in a CIP code area in which the college has an approved program on the program inventory, the college must comply with the single Course Delivery guidelines for WECM courses listed in Chapter Four of the Guidelines for Instructional Programs in Workforce Education (GIPWE) (https://www.highered.texas.gov/our-work/equipping-our-workforce/career-and-technical-education-workforce-initiatives/).

  5. The college should document that the award prepares students for employment in accordance with guidelines for the Workforce Investment Act.

Note that prior to FY 2016, Occupational Skills Achievement (OSA) was called Marketable Skills Achievement (MSA). The name was changed to avoid confusion with another program.

Through Fiscal Year 2022

Through FY 2022, institutions were allowed to report only one Occupational Skills Achievement award for a student for a given fiscal year.

If a student earned both an associate degree and OSA award in the same fiscal year, then the institution reported both awards as separate records.

Fiscal Year 2023 On

Beginning in FY 2023, institutions have been allowed to report multiple OSAs for a student in a given fiscal year in specific cases. Institutions are given the following instructions for reporting OSAs:

  • If a student is awarded an associate degree and an OSA award concurrently, a separate record for each award must be submitted.

  • If multiple OSAs are earned by one student in the same fiscal year and hours are shared between the programs, then the institution may only report one of these OSA completions on the CBM00M.

    • Institutions should prioritize the reporting of the OSA in a high-demand field. Please refer to the list of high-demand fields to determine which awards are considered high-demand.

    • If no or all OSAs with shared hours are in a high-demand field, the institution may choose which award to report on the CBM00M.

  • If multiple OSAs are earned by one student in the same fiscal year, and no hours are shared between the programs, then the institution may report all OSA completions on the CBM00M.

    • If a student earned one or more OSAs and one or more Institutional Credentials leading to a Licensure or Certification (ICLCs) meeting relevant hour minimums in the same fiscal year and any hours are shared between the programs, then the institution may only report one of the OSA completions. Do not report any other completion on the CBM00M or ICLC data collection template among these awards with shared hours for the student.
